Condition_CanCoopBlowCandle

Description

Checks whether any member of the BaseObject character's household is currently able to coop-blow the birthday candle on their behalf (used for characters, such as babies, who cannot blow their own candle). Returns true if at least one household member is eligible. No additional parameters required.
